So why was live ammo present on the set of "Rust" at all?

 So why, in this age of CGI and special effects, do we need live rounds on the set of a western film, ”Rust”, independently produced in part by Alec Baldwin, who fired prop gun rounds that killed one crew member and injured another.

There are questions about liability for the producer, civil and maybe criminal, and the armorer. Crimonal charges like involuntary manslaughter or negligent homicide within New Mexico law, as we will hear from lawyers on mainstream media.
